Nuclear report provides green light for new builds


The Government should press on with nuclear plans despite the crisis at Japan's Fukushima site, the UK's Chief Nuclear Inspector has said.

Michael Weightman said that extreme natural events such as the earthquake and tsunami which caused explosions at the Japanese reactor in March are "not credible" in the UK.

However his interim report into the implications of the disaster identifies 25 areas for review, including the layout of UK power plants, emergency response arrangements, plans for dealing with prolonged power supply losses and plans for the risk of flooding.

The report also calls for a plan to be published in June outlining how each of these 25 areas will be addressed.

"The extreme natural events that preceded the accident at Fukushima – the magnitude 9 earthquake and subsequent huge tsunami - are not credible in the UK," Weightman said in his report. "We are 1,000 miles from the nearest fault line and we have safeguards in place that protect against even very remote hazards."

"But we are not complacent. No matter what the differences are, and how high the standard of design and subsequent operation of the nuclear facilities here in the UK, the quest for improvement must never stop," said the report.

The report welcomed government proposals to create an independent Office for Nuclear Regulation, taking over duties from the Health and Safety Executive.

The report recommended requiring nuclear providers to supply a lot more information about their current operations and future plants. They would be required to consider "all extreme hazards", and to consult the National Grid on the reliability of electrical supplies and cooling systems under the plans.

The UK nuclear industry reacted "responsibly and appropriately" to the incident at Fukushima, with companies "displaying strong leadership for safety and a very strong safety culture" said Weightman.

"I strongly welcome Dr Weightman's interim report," said Energy Secretary Chris Huhne.

"My officials will review the interim report carefully, but from my discussions with Dr Weightman I see no reason why we should not proceed with our current policy, namely that nuclear can be part of the future energy mix as it is today providing that there is no public subsidy."

Weightman's final report will be published in September.
