Haringey revises section 106 to eliminate affordable housing requirement for Spurs

The committee has also agreed to a revised Section 106 agreement, which will eliminate the need for THFC to provide any affordable housing and reduce its funding obligations from £16 million to under £0.5m.

The proposals for the NDP include over 280 new homes, a 56,000 capacity stadium, public space and improved highways and public transport. The revised housing plans include an increase in the number of houses by 85 and a reduction of affordable housing to zero, meaning all the houses can be sold on the open market.

"While there is clearly a major need for new affordable homes in the borough, if the scheme as a whole is not viable then no new homes will be built," the committee report (340-Pages / 9.24 MB PDF) said.

The revised Section 106 follows an agreement between the Council and the Government to deliver £27m of investment in Tottenham. The Mayor of London has proposed that £27m of the funding, including £9m from Haringey, will go specifically towards North Tottenham and Northumberland Park, the site for the THFC's new stadium.

In addition the Mayor has committed £18m to the regeneration of North Tottenham, £6m of which will be invested by the Council in highways and parking improvements and a district-wide heating and power scheme. The rest of the Mayor’s investment will focus on public transport and infrastructure improvements.

“We’ve been clear all along that Spurs’ plans and commitment to invest in north Tottenham have the potential to kick-start the wider regeneration of Tottenham," said Councillor Alan Strickland, cabinet member for economic development. "I’m delighted that the planning committee unanimously backed this exciting scheme, which will be pivotal to our aims of building back better for Tottenham."

The revised Section 106 Agreement was agreed by the Council after an independent assessment of the Tottenham FC's financial figures showed the originally consented scheme was not financially viable.
