Camden set to approve Hawley Wharf scheme


The London Borough of Camden's planning officers have recommended approval of developer Chelsfield Partners' mixed-use redevelopment plans for a 4.6 acre site in Hawley Wharf in Camden, north London.

The scheme will include the demolition of existing buildings on the site and the construction of eight new buildings up to nine storeys in height which will comprise a mix of housing, markets and employment as well as a cinema and a new primary school.


The Council's planning officers said in their recommendation (172-page / 9.58MB PDF) that, although the project would result in a loss of heritage assets, this was outweighed by public benefit the scheme would provide.

"It has been previously agreed that a new school, new housing including affordable and the significant employment opportunities on offer are significant public benefits that would on balance outweigh the loss of non-designated heritage assets on the site, most notably 3-17 Hawley Road," the report said.

The Council rejected a previous application for the scheme in March, for reasons relating to "excessive bulk and massing, the detail design of specific buildings, and a lack of public open space". However, the Council did express support at the time for the "regeneration opportunity presented" by scheme. The planning officers said they were satisfied that the refusal reasons had now been "fully addressed" by the developer.

"The applicant has worked with officers in overcoming the reasons, and this has resulted in a scheme that is a significant improvement over what was considered previously, both in urban design terms and what it would offer in terms of open space. These improvements have been developed through consultation that the applicant has undertaken with the local communities. This has been comprehensive and extensive," the report said.

The application will be decided by the Council's Development Control Committee at a meeting on 29 November.
