New Lubbesthorpe 4,250-home development given council approval


Blaby District Council has recommended approval (62-page / 278KB PDF) of outline plans for a new town development near Leicester to be named New Lubbesthorpe. The application will now be referred to the Secretary of State (SoS) for final approval.

The plans for the new town include 4,250 homes, new schools, leisure and retail facilities, a 21 hectare employment site expected to create up to 2,500 jobs as well as parks and open spaces. Two motorway bridges will also be built, across the M1 and the M69 respectively.

The new homes are expected to be built in phases over 15 years. Construction is expected to start in 2014 and 1000 homes are planned to be delivered within the first five years.

The site for the new town was identified by the Council as the Principal Urban Area (PUA) for Leicester as it was deemed the most suitable for meeting housing requirements in the area. The masterplan for the site has been drawn up to ensure more than 40% of the existing land remains as green open space.

The application for the development was submitted in February 2011 by local development consortium New Lubbesthorpe Promoters Group which comprises Hallam Land Management, Barratt, David Wilson Homes & Davidson's Developments. An amended version was submitted in May 2012 after extensive public consultation and the amended application was consulted on in the summer. The Council received 1371 public representations of which 1290 objected to the proposals, 78 were neutral and three were in support. 

The Council recommended that planning permission would be subject to a section 106 agreement under which the developers would be obliged to provide community facilities to a value of £2 million; public transport through an agreed public transport strategy with a subsidy of up to £2m, affordable housing and a contribution of nearly £120,000 to improve civic amenities facilities.

The application will now be referred to the SoS for final approval under the Town and Country Planning (Consultation) (England) Direction 2009 as it departs from the Council's Local Plan.
