Peterborough City Council's planning committee has resolved to grant planning permission for a 5,350-home development on a 306 hectare site dubbed Great Haddon. 

The scheme, which is an urban extension to the west of Hampton in Peterborough, will also comprise a district centre with shops, cafes, restaurants, offices and community facilities as well as new primary schools and a new secondary school. The development is expected to create around 9,000 jobs.

The urban extension site had been identified in the Council's Core Strategy as a strategic location for new development and had been allocated for accommodating 5,350 homes in the Council's Site Allocation policy.

The proposals set out an affordable housing provision of 7.5%, which is below the 30% required by the Council's Core Strategy. The Council's planning officers said in their report (102-page / 1.31MB PDF) that the Council was in discussions with the developer to agree an "escalator mechanism" under which profits from the scheme above a set level would be shared with the Council until the development meets the Core Strategy requirement.

The proposals had been met with concerns from local residents about the increase in traffic the development would generate. The officers said in the report that it was "acknowledged" that the proposal would result in additional traffic, however, they said that this was acceptable in light of the mitigation measures proposed by the developer and the Council's growth agenda.
