Bournemouth consults on CIL preliminary draft charging schedule


Bournemouth Borough Council has opened a public consultation on its community infrastructure levy (CIL) preliminary draft charging schedule (PDCS), proposing to set up two residential charging zones with differential rates.

The Council proposes in the PDCS (15-page / 360 KB PDF) to charge a nil rate for residential development within the area of Bournemouth town centre covered by an area action plan (the AAP area) adopted in 2013. Residential development in the rest of the borough will be charged a proposed rate of £70 per square metre.

Comparison retail development will be charged a proposed nil rate within the AAP area, and £400 per sq m in the rest of the borough. A borough-wide charge of £400 per sq m has been proposed for convenience retail development.

A proposed rate of £50 per sq m will be charged for the development of student accommodation anywhere in the borough. A nil rate levy has been proposed for all other uses.

The Council proposes to put funding raised through CIL towards improvements in transport, increased capacity for schools and the provision of leisure and sports facilities and open space. CIL contributions will also be used to provide 'suitable alternative natural green space' to mitigate the impacts of residential development within 5 km of the protected Dorset Heathlands, the PDCS said.

The consultation will be open until 15 September. The Council said it expects to adopt CIL by April 2015.
