The permission, granted on 25 June, gives the green light for the construction of a new 2,600 square metre Tesco supermarket and the first 158 homes on the 7.7 hectare site. The new homes will include 122 apartments and maisonettes, arranged in four stories around a central amenity space above the supermarket; 15 three storey mews houses enclosing the central supermarket; and 21 apartments in a separate building to the south of the store.
Also included in the detailed application are proposals for a cafe within the central supermarket building and a three storey energy centre in the southern corner of the site. First phase plans also include 79 on-site car parking spaces for residents and a further 208 spaces for public use.
Outline planning permission was granted for the wider scheme in March 2012. The wider proposals include a further 567 residential units, a public square, an additional 2,000 sq m of retail space, 6,100 sq m of office space, a residential care home, a community building with a doctor's surgery and a park.
The scheme is part of Sutton Council's plans to create a 'sustainable suburb' in Hackbridge. Hot water and heating will be provided to the supermarket and the residential units from the nearby Beddington Incinerator energy recovery facility, with the on-site energy centre providing back-up heating in case of interruption to the supply from the Beddington facility. Residential buildings will be built to high sustainable homes standards and sustainable materials will be used in their construction. The site's location near to Hackbridge railway station is intended to reduce the need for car travel and the on-site supermarket is expected to provide local produce.
"Sutton Council is working with the community to turn Hackbridge into the UK's first truly sustainable suburb," said the Council on its website. "We have an ambitious vision to make Sutton the greenest place to live, with the flagship Hackbridge project intended as a leading example for the rest of the borough and the UK to follow."
