select that ad, a draft report by the European Parliament has said.

The Digital Economy Act is to be the subject of a judicial review and a
Parliamentary Inquiry. The news is the latest blow to the controversial law,
which opponents said was rushed through the dying days of the last Parliament
without proper scrutiny.

Consumer fees alone are not enough to pay for the infrastructure needed to
deliver content to mobile phones, according to O2 chief executive Ronan Dunne,
hinting at an erosion of the principle known as network neutrality.

A flaw in the just-enacted Equality Act makes it impossible for an employer and
an employee to settle all their differences through a compromise agreement,
according to employment lawyers and the Law Society.

The Government will review the UK's intellectual property laws in a bid to
encourage internet-related business. It said it would examine the costs of IP
licences and of rights enforcement; and the interaction between IP and
competition law.

The European Commission will overhaul data protection laws, enforcing them more
strictly; demanding that organisations that lose data go public; and proposing
that they be extended to cover criminal matters.
